Dubai operates one of the strictest commercial ELV regulatory frameworks in the region. Every commercial CCTV installation, access control deployment and integrated security system must be designed and installed by a SIRA-licensed contractor, with the design submitted to the Security Industry Regulatory Agency for approval and the installation team carrying individual SIRA-certified credentials. A property operating ELV systems without SIRA-approved design and certified installation is operating outside the conditions of its trade licence.

— What Dubai expects from a commercial ELV installation —
SIRA-approved design submission. Before any CCTV or integrated security system is installed at a Dubai commercial property, the design has to be submitted for SIRA approval. The submission includes camera location plans with field-of-view diagrams, system architecture, retention specification (Dubai Police recommends a minimum of 30 days for commercial premises, with sector-specific overlays for banks, hotels and high-value retail), network and power topology, and the certifications of the proposed installation team.
SIRA-certified installation. The installation team must carry individual SIRA-certified credentials at the appropriate tier for the work. Vendors who outsource installation to non-certified subcontractors are not operating to the framework, even if the design itself was SIRA-approved.
Post-installation handover with SIRA-stamped drawings. The handover documentation has to include SIRA-stamped as-built drawings, the network and power diagrams, the camera location plans, the NVR/VMS administrative credentials, the firmware version inventory and the AMC arrangements. Properties operating without this documentation lose the ability to audit or maintain the system meaningfully a year later — and they expose themselves on any subsequent SIRA renewal cycle.
Sector-specific overlays. Hotels of certain star ratings, healthcare facilities licensed by the DHA, financial services premises under DFSA regulation and educational institutions all carry minimum CCTV specifications layered on top of the general SIRA framework. The right ELV contractor knows which overlay applies to which property type and builds against the more demanding standard.

Three points worth checking with any ELV contractor at the procurement stage in Dubai. One, ask for the SIRA licence reference number — a SIRA-licensed contractor provides this within an hour of the request. Two, ask for the individual installer certification reference numbers for the proposed installation team — installation outside the regulatory framework happens when contractors hold a corporate licence but staff the installation with non-certified personnel. Three, ask for examples of recent SIRA approval submissions for properties of comparable scale to your project — the right contractor has a working relationship with SIRA and can document recent precedent.
