Commercial ELV installations in Abu Dhabi are regulated by the Abu Dhabi Monitoring and Control Centre (ADMCC), operated by Abu Dhabi Police. — What Abu Dhabi expects from a commercial ELV installation —
ADMCC-approved design. Before any commercial CCTV or integrated security system is installed in Abu Dhabi, the design has to pass ADMCC approval. The submission includes camera location plans, system architecture, retention specification, network and power topology and the certifications of the proposed installation team. The ADMCC review is more closely tied to live monitoring integration than the SIRA process in Dubai — certain premises (banking, federal, critical infrastructure) require integration with the ADMCC central monitoring stack.
ADMCC-certified installation. The installation team must carry individual ADMCC-certified credentials. Contractors who staff installations with non-certified personnel are operating outside the framework even if the corporate licence is current.
Federal and sector-specific overlays. Federal entities, government-adjacent properties, healthcare facilities licensed by the Department of Health (DOH) Abu Dhabi, banking and financial services premises and the major hospitality and tourism footprints each carry additional specification overlays on top of the general ADMCC framework.
Handover with ADMCC-approved drawings. The handover documentation includes the ADMCC-approved as-built drawings, the network and power diagrams, the camera location plans, the NVR/VMS administrative credentials, the firmware version inventory and the AMC arrangements.

Three points worth checking with any ELV contractor at the procurement stage in Abu Dhabi. One, ask for the ADMCC certification reference number — an ADMCC-certified contractor provides this within an hour of the request. Two, ask for the individual installer certification reference numbers for the proposed installation team. Three, for federal, government-adjacent or critical-infrastructure properties, ask for examples of recent ADMCC approvals on comparable property types — the right contractor has working precedent with ADMCC and the relevant federal authorities, not just a generic corporate certification.
